'So real:' COVID-19 driving up hospitalizations; Saskatchewan's ICUs nearly full
REGINA — The Saskatchewan Health Authority says a fivefold increase of COVID-19 patients in ICUs in the last 30 days means nearly 100 per cent of intensive care beds provincewide are full.It says Saskatoon is under particular pressure. There were 35 COVID-19 patients in regular hospital beds in the city Thursday, but only a handful of intensive care spots available if their conditions worsened. Saskatoon has around 23 ICU beds and as of that afternoon, health officials reported 10 COVID-19 patients in the city receiving intensive care. The health authority had already been diverting intensive care patients from outside the city to other ICUs in the province, as there are more than 90 of these beds across Saskatchewan. "What it looks like, what it feels like is something I've never seen before," said Dr. Susan Shaw, whose worked as a critical care physician for two decades and is chief medical officer with the health authority. "This is a sustained increase in very sick people for the longest period of time that I think we've ever seen and we know it's going to continue for the weeks to come."In a briefing Thursday, officials outlined what plans were in place to add more hospital beds and the ways resources could be diverted from providing everyday health-care services to care for those most in need. "But that comes with a cost," said health authority CEO Scott Livingstone. "If it comes to that point where we're talking about completely being overwhelmed those are wartime conditions … that's what the risk is with not containing the virus."Livingstone repeated the request for people to stop socializing to slow the spread of the virus, saying contact tracing is becomingly increasingly strained because those testing positive have too many close contacts.Officials say every positive case means hours of work for contact tracers and some investigations found a single person had around 150 contacts. In some cases those with large contact lists had gone to multiple social events while symptomatic. "I can tell you it's so frustrating when I get emails, I get letters, I get phone calls, I get texts, I get tweets by people saying, 'this isn't real, you're exaggerating, it's not really happening, why (are) you doing this to us," Shaw said. "I just have to say it is so real."The province reported 299 new cases of COVID-19 on Thursday. There were 108 people in hospital, 18 of them in intensive care. Three more people, who were 70 or older, died from the infection, bringing the provincial death toll to 40. One of the outbreaks in Saskatoon is at a provincial jail, where 68 offenders and four staff were reported on Thursday to be infected with the novel coronavirus for a total of 85 active cases. The province said incoming inmates who are on remand or those in sentenced custody will be sent to correctional centres in Regina and Prince Albert. It said anyone sent to a jail in the province will now be tested for COVID-10 on top having to be quarantined for 14 days. The province recently made it mandatory for offenders to wear masks, which has been the case for staff since the summer. As Alberta's COVID-19 cases rise, so does tension over world junior championship
Alberta's spike in COVID-19 infections and the virus's infiltration of Canada's team is concerning for the world junior hockey championship in Edmonton, according to a health and law expert and an epidemiologist. The 10-country tournament, scheduled from Dec. 25 to Jan. 5 ,is modelled on the same "bubble" used by the NHL to complete the Western Conference playoffs and Stanley Cup final at Edmonton's Rexall Place in August and September. But active cases of infection in Alberta are over 10 times higher than when NHL playoffs began Aug. 1. Lorian Hardcastle, an associate professor in the Faculty of Law and Cummings School of Medicine at the University of Calgary, said that makes the optics of hosting the world junior tournament difficult. "A lot of people's recreational pursuits have been taken away and people were very happy to have sports to watch on TV," Hardcastle told The Canadian Press. "We do need to give people some satisfaction and happiness where we're able to, but I am concerned with this tournament. With Alberta's numbers as high as they are, it's difficult to endorse this. "The number of cases that we now have is completely different than what we had then." Alberta had 1,386 active cases Aug. 1 compared to 14,052 on Thursday. Of the 510 deaths in the province attributed to COVID-19, 221 were in the Edmonton area. The provincial government has banned all team sports until at least Dec. 15, but leagues can apply for exemptions if they have “well-developed COVID safety plans,” according to Premier Jason Kenney. "I think it's just all-around a bad idea to be bringing people into this region and this province when we are already facing a situation where our health-care system is overwhelmed and is going to have difficulty coping with those individuals that are here," said Ilan Schwartz, an associate professor in the division of infectious diseases at the University of Alberta. "The NHL showed that it can be done, but the stops that were pulled out in order to create and maintain a bubble for the NHL playoffs were enormous. "It's not safe for the players to be coming into a place where there's a surge in infections. While the players themselves are going to be young and healthy and low risk of serious complications from the virus, they are still very much able to transmit it to those people around them." Despite screening for the virus upon arrival at Canada's 46-player selection camp in Red Deer, Alta., two players and a "non-core" staff member who didn't have direct contact with them have tested positive for the virus. The host country's players, coaches and staff are quarantined at the team hotel until Dec. 6. The three are asymptomatic, according to Hockey Canada. The nine other international teams are scheduled to arrive by charter flight Dec. 13. Exhibition games are planned for Dec. 20-23. Hockey Canada's vice-president of events insists stringent protocols and testing required for international players to enter Edmonton's "bubble" will make the world junior championship safe to proceed. "We are putting in place in Edmonton what I'm going to call a more secure bubble environment for the event," Dean McIntosh said Thursday on a conference call. International players will be required to test negative in quarantine for seven days before travelling to Canada. They'll be quarantined and tested daily for five days in their individual hotel rooms after arrival. Personnel in the "protected zone" will be required to use apps for daily self-assessment as well as providing their location. "We know where everybody in the bubble is at all times," McIntosh said. "That may sound a little high level, but our goal is to ensure that we know the athletes, administrators of teams and well as people delivering the bubble are in a very safe environment and are following the protocols we put in place. "That, combined with the support we've had from both the federal and provincial governments, we feel strongly about our ability to deliver a great event in Edmonton in December." The tournament for the world's top male players under the age of 20 would include 250 players, plus staff, for a total of 400. That cohort is slightly smaller than the dozen NHL teams that started the Western Conference playoffs in Edmonton. No personnel tested positive for the virus from the time players entered the bubble July 26 to the hoisting of the Stanley Cup on Sept. 28, according to the NHL. Boy dead, officer hurt in Kawartha Lakes, Ont.; police watchdog investigating
A one-year-old boy was fatally shot and his father and a provincial police officer injured Thursday following an alleged abduction in central Ontario, the province’s police watchdog says. The Special Investigations Unit said the father’s vehicle crashed into an Ontario Provincial Police cruiser and struck an officer who was outside the car while police were investigating the alleged kidnapping in Kawartha Lakes, Ont.Three officers shot at the 33-year-old driver, said Monica Hudon, an SIU spokeswoman."The man was struck and he was airlifted to hospital in grave condition," she said. "Inside the vehicle was the man's son, a one-year-old boy, and he was fatally wounded." In an email, she confirmed that the boy died of a gunshot wound. She also said the crash happened after police tried to pull the father's vehicle over. Video from the scene showed sirens flashing through the fog on a rural road just east of Lindsay, Ont. Investigators -- some in uniform -- walked between police vehicles that were parked behind caution tape. The stretch of Pigeon Lake Road was closed for investigation late Thursday morning. Police shut down more of that road later in the day. Kawartha Lakes Mayor Andy Letham said he's not able to comment on an ongoing investigation, but that the shooting has shaken his central Ontario municipality. "The community is in disbelief that this is happening," he wrote in an email. He added that they appreciate what provincial police officers do to keep Kawartha Lakes safe. While the SIU will investigate the officers' involvement in the shooting, OPP Commissioner Thomas Carrique said the York Regional Police have been called in to handle other aspects of the investigation. "As a result of a tragic incident today, one child is dead and two others significantly injured. I ask that (the SIU) and (York police) be given time to investigate, without speculation on the events as they unfolded," he said in a tweet. "Our thoughts and prayers are with those that are suffering today."He noted that the OPP officer, who was initially listed in critical condition, is now stable. He's being treated at Sunnybrook Hospital in Toronto. This is the second time in a week that the SIU has been called in to investigate the death or injury of a provincial police officer. Const. Marc Hovingh was shot and killed in the line of duty on Manitoulin Island on Nov. 19 while investigating an "unwanted man" on a property in Gore Bay, Ont. The man, identified as Gary Brohman, was also fatally shot. This report by The Canadian Press was first published Nov. 26, 2020.Nicole Thompson, The Canadian Press

Man Utd unable to fully restore computer systems - with claims cyber criminals are demanding millions of pounds in ransom
Manchester United were still unable to fully restore its computer systems on Thursday night, sparking reports that cyber criminals were demanding millions of pounds in ransom. United’s computer network has been infected by ransomware, according to the report in the Daily Mail, with the club told they must meet the demands or confidential information relating to their internal affairs will be released to the public.. The Premier League club would not say whether they had received ransom demands, the reports of which have emerged a week after United were targeted in a cyber-attack that forced them to shut down their systems. Club staff still did not have access to email on Thursday evening, however, while other functions were also unavailable. “Following the recent cyberattack on the club, our IT team and external experts secured our networks and have conducted forensic investigations,” United said in a statement. “The club will not be commenting on speculation regarding who may have been responsible for this attack or the motives behind it.” “This attack was by nature disruptive, but we are not currently aware of any fan data being compromised,” the club said. “Critical systems required for matches to take place at Old Trafford remained secure and games have gone ahead as normal.” United has staged two games at Old Trafford in the days since being forced to shut down parts of the computer network. The European tie against Istanbul Basaksehir went ahead as planned on Tuesday, although certain administrative issues needed to be changed around entry to the ground for those in attendance. Investigative work aimed at safeguarding their systems were said to be at an advanced stage. The National Cyber Security Centre, has been involved in the recovery work and advised the club during the process.

Mitsui Fudosan Set to Bid for Tokyo Dome to Ward Off Oasis
(Bloomberg) -- Mitsui Fudosan Co. is poised to make a bid for Tokyo Dome Corp., helping the operator of one of Japan’s largest stadiums push back against activist investor Oasis Management Co.The Japanese real estate company is preparing to make a tender offer of about 100 billion yen ($960 million) for Tokyo Dome, according to people with knowledge of the matter. Mitsui Fudosan may team up with another company on the bid, according to the people, who asked not to be identified because the discussions are private. An announcement could come as soon as this month, they said. The boards of Mitsui Fudosan and Tokyo Dome will discuss a tender offer at respective meetings on Friday, the companies said in separate statements. They said they weren’t the source of media reports. Tokyo Dome has been fending off a campaign by Seth Fischer’s Oasis Management to seek changes to improve its business. As the stadium operator’s largest investor, the fund has called for a shareholder meeting to vote on whether its president and two board directors should stay in their jobs. Shareholders are scheduled to meet on Dec. 17.A takeover would be “somewhat positive” for Mitsui Fudosan, Masashi Miki, an analyst at Citigroup Inc., wrote in a note. “The deal would allow it to acquire prime city center real estate and would also lead to ROE improvements, given the scale of the acquisition.”Oasis has a 9.6% stake in Tokyo Dome, according to data compiled by Bloomberg. That means any tender offer could gain the requisite approval of two thirds of shareholders without the fund’s consent.Shares of Tokyo Dome have dropped 17% this year, giving it a market value of about 86 billion yen. The stadium is the home ground for the Yomiuri Giants baseball team and is a popular concert venue. Its prospects have dimmed since the coronavirus pandemic forced the operator to curtail activities and attendances at the site.(Updates with company comments in the third paragraph)For more articles like this, please visit us at bloomberg.comSubscribe now to stay ahead with the most trusted business news source.©2020 Bloomberg L.P.

Empty seats, delivered feasts as virus changes Thanksgiving
Vivian Zayas can’t keep herself from scrolling through photos of last Thanksgiving, when her mother stood at the stove to make a big pot of rice and beans and then took a seat at the edge of the table. That was before anyone had heard of COVID-19 and before it claimed the retired seamstress. Ana Martinez died at 78 on April 1 while recovering at a nursing home from a knee replacement. The family is having their traditional meal of turkey, yams, green beans and rice and beans — but Zayas is removing a seat from the table at her home in Deer Park, New York, and putting her mother’s walker in its place. “It’s a painful Thanksgiving. You don’t even know, should you celebrate?” asked Zayas. “It’s a lonely time.” The family is left with “an empty chair at the table forever," another daughter, Alexa Rivera, said Thursday. Americans are marking the Thanksgiving holiday amid an unrelenting pandemic that has claimed the lives of more than a quarter of a million people in the United States. Turkey and pies will still come out of ovens, football will still be on TV, families will still give thanks and have lively conversations about politics. But this holiday has been utterly altered after months filled with sorrows and hardships: Many feasts are weighed down by the loss of loved ones; others have been cancelled or scaled back with the virus surging. Zoom and FaceTime calls have become a fixture at dinner tables to connect with family members who don't want to travel. Far fewer volunteers are helping at soup kitchens or community centres. A Utah health department has been delivering boxes of food to residents who are infected with the virus and can't go to the store. A New York nursing home is offering drive-up visits for families of residents struggling with celebrating the holiday alone. “The holidays make it a little harder,” said Harriet Krakowsky, an 85-year-old resident of the Hebrew Home at Riverdale in New York who misses the big Thanksgiving celebrations of years past and has lost neighbours and friends to the virus. “I cry, but I get over it. We have to go on.” On any normal Thanksgiving Day, Kara McKlemurry and her husband would drive from their Clearwater, Florida, home to one of two places: his family’s home in another part of the state or her family’s house in Alabama. This year, McKlemurry informed her family there would be no visits. When her in-laws offered to stop by, the couple said no. She and her husband didn’t want to risk infecting anyone or getting the virus themselves. Not everyone followed McKlemurry’s example. Millions of Americans bought tickets to fly somewhere for the holiday, crowding airports despite pleas from officials to avoid travel and gatherings. Still, McKlemurry, 27, wanted to do something unique to mark this unusual holiday — something to let everyone know that she and her husband still feel blessed this year. So, a week before Thanksgiving, armed with colored pens and stickers of owls with scarves, she hand wrote notes of gratitude to every member of the family. “We’re so grateful to have you in our lives,” she wrote on a card with a cartoon fox, “even if we can’t actually be together this year for the holidays.” In the nation’s capital, the convention centre is empty unlike in previous years, when volunteers have worked together to serve a meal to about 5,000 people. In the era of social distancing, the sponsored event had to be reimagined. Ahead of the holiday, organizers delivered to 20 nonprofits 5,000 gift bags, each with winter clothing accessories, hand sanitizer and a mask, and 5,000 boxes that included a turkey sandwich with condiments, a side potato salad, a cookie and utensils. From start to finish, Thanksgiving is different this year for Jessica Franz, a nurse who works the graveyard shift at Olathe Medical Center, in a Kansas City suburb. For one, Franz, 39, is celebrating without her mother-in-law, Elaine Franz, who died of the coronavirus on Nov. 10, just one day before her 78th birthday. In previous years, her mother-in-law, who was Mennonite, would lay out a spread for her children and grandchildren. At Franz's work, in a typical year, co-workers would bring food for a potluck. None of that is happening this year. The family is shifting the festivities to Zoom and FaceTime. It’s been hard for her daughters — ages, 2, 8 and 11. Her middle daughter was exposed to the coronavirus at school and is quarantined until Dec. 3, and her oldest daughter is struggling with the concept of a scaled-back holiday. “We had a good conversation that was, ‘This year may be different, and that’s OK. It is one year. If things are different this year and that means we get to see all the rest of our family next year, it is OK,’” said Franz, who has personally cared for patients dying of coronavirus. The Thanksgiving gathering at David Forsyth's home in Southern California, meanwhile, comes with a uniquely 2020 feel: rapid virus tests at the door to decide who gets inside. The kit costs about $1,000 for 20 tests, each of which involve pricking a finger and putting a drop of blood on a tray. Ten minutes later the results either show someone is negative, has antibodies or is positive. Normally, about 15 to 20 people attend the family’s Thanksgiving dinner in Channel Islands Harbor. But this year, it will only be eight of them: Forsyth, his wife, her four adult sons and the partners of two of them. His wife started cooking Tuesday. She’s planning a cold cucumber soup for a starter and bunch of appetizers for the early afternoon meal. The sons are bringing side dishes. Turkey and the fixings are the main course. Champagne may be cracked. Forsyth hasn’t seen his family much during the pandemic but wanted to save the holiday. “People are trying to live a normal life," he said. "And, you know, with the second wave coming now, it’s not a bad idea to be prepared.” Kerry Osaki longs to see his now-grown children, without masks, and hug them. But instead he and his wife are celebrating just the two of them after their traditions were upended. Osaki's 93-year-old mother, Rose, who lived with the couple in Orange County in California, died from the virus after all three got sick. With his mother gone, Osaki, 67, and his cousin decided to pass on the family's annual Thanksgiving get-together. His wife, Lena Adame, typically spent the holiday cooking a spread of turkey and stuffing with her relatives — but some had seen virus cases at their workplaces, so the couple decided to skip that, too. “It’s just been a long, rough and sometimes sad year,” he said. In Ogden, Utah, Evelyn Maysonet stepped out of her home Tuesday morning to find boxes overflowing with canned goods, desserts and a turkey. She has been isolating with her husband and son since all three tested positive for COVID-19. None of them has been able to leave to buy groceries, so they were thrilled to receive the health department’s delivery — and the chance to cherish the things that matter most. “As long as you have a life and you’re still alive, just make the best of it with you and your family,” Maysonet said. ___ Associated Press journalists Tamara Lush, Jennifer Sinco Kelleher, Sophia Eppolito, Amy Taxin and John Minchillo contributed to this report. AOC Among Us: progressive firebrand to join NDP leader for online gaming sesh Friday
WASHINGTON, D.C. — The leader of the New Democrats has thrown down the gauntlet to Alexandria Ocasio-Cortez, and Canada-U. S. relations may never be the same. Jagmeet Singh challenged the firebrand member of Congress to a round of "Among Us," a popular online multiplayer game, and she accepted. AOC, as she's known, livestreamed her debut on the game last month in an effort to lure younger voters to the polls for the Nov. 3 election, attracting a staggering 439,000 viewers.Friday's matchup, which will stream on the online gaming site Twitch, begins at 7 p.m. eastern time. A controversial standard-bearer for left-wing progressive politics, the 31-year-old Ocasio-Cortez was first elected to represent her New York district in the House of Representatives in 2018.Since then, she has become one of the most familiar faces on Capitol Hill, part of a progressive wing of the Democrats that includes former presidential hopefuls Bernie Sanders and Elizabeth Warren. "Among Us" pits a team of tiny astronauts trying to return to Earth against one of their own, an anonymous saboteur whose objective is to kill off other crew members before they can repair their ship and identify the impostor. "Canadian members of Parliament and U.S. members of Congress venting each other into space. What could go wrong?" Ocasio-Cortez tweeted in response to Singh's invitation. "See you tomorrow." Ocasio-Cortez's Oct. 20 livestream, which included fellow progressive congresswoman Ilhan Omar, was one of the most-viewed events in the nine-year history of Twitch, which has become a popular way for politicians to attract young supporters. The record still belongs to a professional gamer who played the popular game "Fortnite" with Canadian superstar Drake, rapper Travis Scott and NFL wide receiver JuJu Smith-Schuster, with 628,000 viewers watching at the same time. P.E.I. government promises free period products in schools
The P.E.I. government will pay for free period products in Island schools, food banks and shelters. Natalie Jameson, P.E.I.'s minister responsible for the status of women, made the announcement in the legislature Thursday afternoon. "Menstruation isn't typically something we talk about in the house, or even in public, in general," Jameson said. "This silence needs to end. It creates stigma and shame about a natural, biological event." Without adequate period products like pads, tampons or menstrual cups, women are unable to fully participate in work or school, she said. Jameson said based on a recent study, she believes many Islanders with periods sometimes struggle to pay for menstrual products. She said an Opposition motion on the matter introduced last fall got her thinking about what could be done, so she began working with Education Minister Brad Trivers on a solution. "There will soon be posters set up in schools across the province that show students where to go to get free menstrual products when needed," Jameson said, noting pads and tampons had been made available in the past, but students had to ask for them, and even some teachers didn't know they were available. "Any student will be able to access these products in their schools, for free, no questions asked," she said, adding the province will also provide pads and tampons for P.E.I. food banks and shelters. The program will cost about $15,000 per year, she said. 'Free and universal is really critical'Opposition house leader Hannah Bell is pleased with the move."This is actually a great announcement," Bell said. "It's about dignity and equity — and dignity is not having to explain or seek permission. Equity is that this is available to anybody regardless of their circumstances." Bell pointed to legislation passed Tuesday in Scotland to provide free universal period products, making it the first country in the world to do so. "Free and universal is really critical," Bell said, later tweeting that it is important the products be freely available, not behind locked doors or requiring anyone to ask for them. She also asked Jameson to add the women's correctional centre to its list, and consider adding colleges and universities too. Liberal MLA Gord McNeilly also stood in the legislature to support the move. More from CBC P.E.I.

Transport Canada sees 'greater involvement' in aircraft validation after 737 MAX crash
Transport Canada said on Thursday it plans to take a harder look at the relationship between regulators and the manufacturers they oversee, an effort to change the way it validates aircraft following the return of Boeing's 737 MAX to the skies. Canada is close to validating the jet that the U.S. Federal Aviation Administration (FAA) cleared for flight earlier this month after it was redesigned following two fatal crashes that killed 346 people.

Caution Sets in for Stock Market; Treasuries Climb: Markets Wrap
(Bloomberg) -- Asian equities kicked off Friday in a cautious fashion as investors assessed valuations following the rapid rise in global stocks this month and the enduring pandemic in parts of Europe and the U.S. Oil retreated amid rising tensions with OPEC+ members.Australian and South Korean shares opened with declines, while Japan edged up, while the MSCI Asia Pacific Index remained on course for a 12% November surge. S&P 500 contracts dipped and Treasuries advanced. Earlier, the spreading pandemic tempered gains in European stocks, while U.S. markets were closed. Bitcoin steadied after sliding almost 10% on Thursday.Even with three potentially successful vaccines on the table, sentiment remains fragile as the virus toll continues to rise in Europe and the U.S., leading German Chancellor Angela Merkel to call on Europe’s ski resorts to close this winter. AstraZeneca Plc is likely to conduct a further global trial of its vaccine after current studies raised questions, CEO Pascal Soriot said in an interview. The task of vaccinating the world’s population is rife with logistical problems, all while the virus gains ground and economic recoveries wobble.“Vaccine optimism continues to stir momentum going into December that could confront a slowing economy and liquidity difficulties,” said Ben Emons, managing director for global macro strategy at Medley Global Advisors. “Yet, the expectation of a full reopening of the global economy remains firmly priced.”Political clarity has also driven risk assets this month, as President-elect Joe Biden continues his transition to power.President Donald Trump gave defiant Thanksgiving remarks at the White House Thursday, insisting falsely that he beat Biden and wavering on whether he would ever concede or attend Biden’s inauguration. He said if the electoral college confirms Biden’s victory, “they’ve made a mistake,” but that he would give up power and leave the White House.Global stocks remain on track for the best month on record, up 13%, and that’s lifted valuations to near the highest in about 20 years. Here are some key events coming up:U.S. stock market closes at 1 p.m. on Friday. The week ends with Black Friday, the traditional start of the U.S. holiday shopping season. Here are the main moves in markets:StocksS&P 500 futures dipped 0.2% as of 9:03 a.m. in Tokyo.Japan’s Topix index rose 0.2%.South Korea’s Kospi index fell 0.2%.Australia’s S&P/ASX 200 Index declined 0.1%.CurrenciesThe Bloomberg Dollar Spot Index was flat. The euro was little changed at $1.1913.The offshore yuan held at 6.5673 per dollar. The yen was at 104.23 per dollar.BondsThe yield on 10-year Treasuries fell three basis points to 0.85%.Australia’s 10-year yield dipped to 0.90%.CommoditiesWest Texas Intermediate crude decreased 1.6% to $44.95 a barrel.Gold dipped 0.3% to $1,810.44 an ounce. For more articles like this, please visit us at bloomberg.comSubscribe now to stay ahead with the most trusted business news source.©2020 Bloomberg L.P.

Horgan expands cabinet to fight pandemic; keeps Dix in health, Robinson to finance
VICTORIA — B.C. Premier John Horgan's new cabinet relies on some familiar faces in key positions with Adrian Dix remaining in health, while giving the task of guiding the economy through the COVID-19 pandemic to Selina Robinson with her appointment as finance minister.Robinson has been tapped to replace longtime legislature member Carole James, who didn’t seek re-election in last month’s provincial election for health reasons.Robinson was previously the minister of municipal affairs and housing. The premier has kept some of his most senior ministers in their previous cabinet posts, including Mike Farnworth as solicitor general and David Eby as attorney general, but with the added responsibility of housing.Three former MPs were handed cabinet posts, with Murray Rankin being named Indigenous relations and reconciliation minister; Nathan Cullen as minister of state for lands, natural resource operations; and Sheila Malcolmson, who served in the last legislature after leaving federal politics, becoming the minister of mental health and addictions.Among the other newcomers to cabinet are Mitzi Dean as children and family development minister; former Tofino mayor Josie Osbourne at municipal affairs; and Jennifer Whiteside in education.Rob Fleming moves from education to transportation.Horgan was with Lt.-Gov. Janet Austin at the University of Victoria for the swearing-in ceremony, while all ministers, except Eby, were sworn in virtually. “Those sworn in today reflect the diversity and dynamism and resilience of B.C. Joining me at the cabinet table are 24 individuals, 12 men and 12 women. Each one of them committed to making sure we leave B.C. better than we found it by focusing on the enormous potential of all British Columbians."The premier said families across B.C. are struggling with the burdens of a pandemic now in its ninth month with little chance of that receding in the short term. "But we are buoyed by the good news of vaccines on the way, but until then, we have to continue to do our level best to keep the second wave of COVID-19 under control and prepare for the new year." Horgan's cabinet unveiling comes after the NDP won a majority government in last month's election, capturing 57 of the 87 seats in B.C.'s legislature.Horgan has recalled the legislature for a brief session with a throne speech Dec. 7.This report by The Canadian Press was first published Nov. 26, 2020.The Canadian Press

Ireland set to reopen restaurants, gastropubs from Dec. 7: reports
Ireland's cabinet will be asked on Friday to approve the reopening of restaurants and pubs that serve food from Dec. 7, a week after non-essential retailers will be allowed open their doors again, a number of local media outlets reported. Ireland became one of first European countries to reimpose tough COVID-19 constraints on Oct. 21 when the government shut all non-essential retail and limited pubs and restaurants to takeaway service under its highest level of COVID-19 curbs. Deputy Prime Minister Leo Varadkar said on Wednesday that retailers currently constrained to click-and-collect services would be the first to reopen when the restrictions are lifted on Dec. 1.

Holiday Gift Drive focuses on urgently needed items for community members of all ages
This has been a challenging year for all of us and, for those who are having trouble making ends meet, the holiday season is another hurdle that needs to be overcome. But, if you’re looking for ways to help, consider donating a gift card to Neighbourhood Network to help make the season merry for hundreds of people across northern York Region. Neighbourhood Network has officially kicked off their 2020 Holiday Gift Drive. On now through December 18, the local volunteer organization is spearheading new ways to assist the clients of partner organizations – from Abuse Hurts and Big Brothers Big Sisters of York to Yellow Brick House and the York Region Food Network. Instead of donating gifts, each partner organization has compiled a list of needs and these wish lists can often be filled through the donation of gift cards, as well as through the “adoption” of a family that could use a hand. “We started really taking a serious look at this in July, just knowing that everything was so unpredictable,” says Neighbourhood Network Program Coordinator Tanya Dennis. “We didn’t want to set something up that we couldn’t follow through, so we did our initial set of communications with the partners we had helped in the past in July just to get the ball rolling and go over the whole process and things we needed to think about now because of COVID. The feedback from our partners was very consistent and gift cards are a huge request. With [COVID-19], these gift cards are even something that can be put in the mail and they can be wiped down, cleaned and disinfected easily. “This year, everyone was anticipating the needs were going to be so much more, and they are. Unfortunately, another common thing is the needs tend to be a lot of necessities and not so much fun Christmas gifts anymore. It’s bed sheets and toothpaste, winter jackets and gift cards.” Purchasing a gift card rather than going out to a store and picking out something you think a person might want to find under their tree this year might seem impersonal but for Neighbourhood Network’s perspective, it is the best way to support people in need in the communities they serve. “It is also such a nice thing for the person in charge of buying gifts to be able to shop for all their loved ones,” says Ms. Dennis, noting that doing so is also in keeping with the principles behind the social media campaign they have been spearheading since the start of the global pandemic: spreadjoynothgerms. Mailing in a gift card, or even dropping one off at their Yonge Street office, is not the only way you can help Neighbourhood Network partner organizations meet their needs this holiday season. A number of groups are also looking for volunteers in a variety of capacities, and some have unique asks. Big Brothers Big Sisters of York, for instance, is asking people to also consider giving “the gift of a match” by signing up for virtual mentoring programs benefiting local kids and teens. DeafBlind Ontario Services, in addition to gift cards, could also benefit from the donation of sensory toys. Organizations like Blue Door Shelters and Routes Connecting Communities, the Georgina-based organization serving all of York Region helping residents get to where they need to go, also highlight the need for gas cards for their clients. A full list of participating organizations and their individual needs can be found at neighbourhoodnetwork.org/program/holiday-gift-drive – and Ms. Dennis asks the community to take a look soon so donations can get to those who need them as soon as possible. “The earlier we get the gifts in the sooner we can get our families looked after,” she said, underscoring the deadline of December 18. “We always accept things and we will always make sure we find a good home for them, but that is our push – at least a week. We just want to make sure we can support everyone who is coming to us and, as of right now, we’re doing that. It is a success if we can say we helped all of the organizations who reached out to us in support. It is something that Magna employees are involved in as well – lots of divisions and groups at head office will support a family, too. It is a nice feeling of everyone coming together and I think during this holiday season that has been especially important.” For more information on the drive, visit www.nnetwork.org or call 905-726-3737. Neighbourhood Network serves residents and community groups in Aurora, King, Newmarket, East Gwillimbury and Georgina.Brock Weir, Local Journalism Initiative Reporter, The Auroran

Questions over AstraZeneca's COVID-19 vaccine data
AstraZeneca is working with regulators to investigate a lower dosage of its experimental COVID-19 vaccine that performed better than a full dosage. That’s according to a spokesman for the company, who made the statement after its CEO was quoted as saying an additional global trial was likely - instead of adding the trial to an ongoing U.S. process. Asked about a Bloomberg report which quoted CEO Pascal Soriot, an AstraZeneca spokesman said : "As we communicated earlier this week, there is strong merit in continuing to further investigate the half-dose/full dose regimen." News of a likely additional trial comes as AstraZeneca faces questions about its success rate that some experts say could harm its chances of getting speedy U.S. and EU approval. Several scientists have cast doubts on results released Monday showing the experimental vaccine was 90% effective in a sub-group of trial participants who, by error initially, received a half dose followed by a full dose. AstraZeneca told Reuters earlier on Thursday that administering of the half dose had been reviewed and approved by independent monitors and the UK regulator. Clearance from the U.S. Food and Drug Administration may take longer though because the agency is unlikely to approve the vaccine based on studies carried out elsewhere, according to Soriot, especially given the questions over the results.

Freed British-Australian academic was detained in Iran due to Israeli partner: media
A British-Australian academic who was freed from Iranian jail on Thursday was detained in 2018 on espionage charges after authorities there found her partner was an Israeli citizen, the Sydney Morning Herald reported on Friday. Kylie Moore-Gilbert, a specialist in Middle East politics at the University of Melbourne, was released from prison in exchange for three Iranians who had been detained abroad, Iran's state broadcaster IRIB reported. Australia and Iran took more than six months to come to an agreement for a prisoner-swap deal for Moore-Gilbert, who was sentenced to 10 years in prison, the Sydney Morning Herald said, citing unidentified sources.

The latest news on COVID-19 in Canada (all times Eastern):6:23 p.m.The Yukon government has announced a policy on mandatory masks in all indoor public spaces starting Dec. 1.The territory is reporting 39 new cases of COVID-19 and says new restrictions include a 14-day isolation period for anyone having guests over the holidays. However, only three days of isolation are required if guests leave in less than two weeks and neither they nor residents of the home have any symptoms, though visitors from outside Yukon must still isolate for 14 days upon arrival.Yukon has also announced a temporary COVID-19 testing drive-thru in Whitehorse from 8:30 a.m. to 5:30 p.m. until Saturday.\---6:20 p.m.Alberta’s chief medical officer of health says she does not dictate public health decisions, nor should she, because she is not an elected official.Dr. Deena Hinshaw says she's "profoundly disappointed" over a leak of confidential information from meetings she and her colleagues held to develop recommendations on how to fight the COVID-19 pandemic.A CBC story tied to anonymous sources and audio recordings references discussions in which Hinshaw and Premier Jason Kenney’s government appeared to have been at odds on some aspects of policy.Hinshaw started her daily COVID-19 briefing by saying the leak is a violation of an oath and lets down all the people who have worked hard to protect the health of Albertans. She says the leaked talks were taken out of context because they only reflect a portion of discussions that took place over several days. She says her role is to provide advice on different public health options, but it is up to the government to make the decisions.Health Minister Tyler Shandro says he has full confidence in Hinshaw and she has nothing to apologize for.\---6:20 p.m.The Saskatchewan Health Authority says a fivefold increase of COVID-19 patients in ICUs in the last 30 days means nearly 100 per cent of intensive care beds provincewide are full.It says Saskatoon is under particular pressure. There were 35 COVID-19 patients in regular hospital beds in the city Thursday, but only a handful of intensive care spots available if their conditions worsened. The health authority has already been diverting intensive care patients from outside the city to other ICUs in the province. It's warning people to stop socializing as contact tracing is becomingly increasingly strained because those testing positive have too many close contacts. Officials say every positive case means hours of work for contact tracers and some investigations found a single person had 150 contacts.\---3:10 p.m.A Saskatchewan jail is not accepting new people in custody after 68 offenders tested positive for COVID-19.The Ministry of Health says 72 infections have been reported at the Saskatoon Correctional Centre, which includes four staff. The province says all new inmates at its jails will be tested for the novel coronavirus. It recently made masks mandatory for all offenders.Saskatchewan is reporting 299 new cases of COVID-19 and says three more people have died.\---2:10 p.m.Manitoba's top doctor says it's going to be a different kind of holiday season as the province continues to see a surge in COVID-19 infections that's putting pressures on the health-care system.Dr. Brent Roussin, the chief provincial public health officer, says people should stay home and avoid travel within the province, as well as to other regions in the country.Roussin reported 383 new cases and 10 more deaths Thursday. There are 307 people in hospital with 46 people in intensive care.\---1:50 p.m.New Brunswick is asking anyone entering the province to self-isolate for 14 days. The province also introduced heightened public health measures in the Fredericton area, including single-household bubbles and restricted travel into and out of the area. The new rules were announced as the province reported 12 new cases of COVID-19 today, including three in the Fredericton region. There are now 105 active infections in New Brunswick, with 465 cases confirmed since the onset of the pandemic.\---1:30 p.m.Quebec Premier Francois Legault says his government’s target is to be ready at the beginning of January to begin vaccinating people against COVID-19.Legault told reporters today the government will first vaccinate people in long-term care homes, followed by health-care workers and then the elderly who live outside state-run care homes. The premier says he is waiting on the federal government for news about when the first vaccines will arrive and how many Quebec can expect to receive every week.Legault says news of effective vaccines is bringing hope that the fight against COVID-19 is almost over, but that Quebecers must be careful not to overload the health-care system in December.\---1 p.m.Dr. Supriya Sharma, the chief medical adviser at Health Canada, says Canada's review of the Pfizer vaccine is the most advanced and is being done alongside the reviews in the United States and Europe. She says she expects Canada to approve that vaccine at the same time as the U.S. does, which is expected by mid-December.\---12:45 p.m.Newfoundland and Labrador is reporting three new cases of COVID-19.One is a girl under the age of 19, whose infection is related to a growing cluster in western Newfoundland. The other two cases are travel-related, with one person arriving from East Africa and the other arriving from Nova Scotia before the Atlantic bubble was closed earlier this week. The province now has 28 active COVID-19 infections, with 327 cases confirmed since the onset of the pandemic.\---12:32 p.m.Arianne Reza, with Public Services and Procurement Canada, says purchase agreements with vaccine makers are now final for five of the seven companies involved. That includes Pfizer and Moderna, whose vaccines are expected to be approved first.Reza says negotiations are ongoing to finalize purchase agreements with Johnson & Johnson and Novavax.\---12:10 p.m.Nunavut is reporting no new cases of COVID-19 for the first time since Nov. 6. They're baaack: Trump and allies still refuse election loss
WASHINGTON — Monday seemed like the end of President Donald Trump's relentless challenges to the election, after the federal government acknowledged President-elect Joe Biden was the “apparent winner” and Trump cleared the way for co-operation on a transition of power. But his baseless claims have a way of coming back. And back. And back.On Thursday, after a Thanksgiving evening conversation from the White House with troops stationed overseas, Trump abruptly pivoted to angrily alleging — still without any evidence — that “massive fraud” was behind his defeat.Speaking to news crews gathered to watch the traditional holiday conversation with the military, Trump denounced officials in battleground states he'd lost as “communists” and “enemies of the state.” Trump also announced he'd be travelling to Georgia to meet with what he said would be tens of thousands of supporters on Dec. 5, ahead of two runoffs there that will likely determine whether Republicans or Democrats control the Senate. The 2020 presidential race is turning into the zombie election that Trump just won’t let die. Despite dozens of legal and procedural setbacks, his campaign keeps filing new challenges that have little hope of succeeding and making fresh, unfounded claims of fraud. But that’s the point. Trump’s strategy, his allies concede in private, wasn’t to change the outcome, but to create a host of phantom claims about the 2020 presidential race that would infect the nation with doubt and keep his base loyal, even though the winner — Biden — was clear and there has been no evidence of mass voter fraud.“Zombies are dead people walking among the living — this litigation is the same thing,” said Franita Tolson, a professor at the University of Southern California Gould School of Law. “In terms of litigation that could change the election, all these cases are basically dead men walking.”It's a strategy tolerated by many Republicans, most notably Senate Majority Leader Mitch McConnell of Kentucky, who are clinging to Trump as they face a test of retaining their own power in the form of two runoff elections in Georgia in January.“This really is our version of a polite coup d’etat,” said Thomas Mann, senior resident scholar at the Institute of Governmental Studies at the University of California at Berkeley. “It could end quickly if the Republican Party acknowledged what was going on. But they cower in the face of Trump’s connection with the base.”A day after Trump said his administration should begin working with Biden's team, three more lawsuits were filed by allies attempting to stop the certification in two more battleground states. In Minnesota, a judge did not rule on the suit and the state certified the results for Biden. Another was filed in Wisconsin, which doesn't certify until Tuesday. Arizona Republicans filed a complaint over ballot inspection; the state certification is due Monday. And the campaign legal team said state lawmakers in Arizona and Michigan would hold meetings on the election “to provide confidence that all of the legal votes have been counted and the illegal votes have not been counted in the November 3rd election.”In Pennsylvania, where state Republican lawmakers met at Gettysburg on Wednesday to air grievances about the election, Trump lawyer Rudy Giuliani attended in person and Trump dialed in from the Oval Office.“We have all the evidence," Trump asserted. “All we need is to have some judge listen to it properly without having a political opinion.”But the strongest legal rebuke yet came from a conservative Republican judge in federal court in Pennsylvania, who on Saturday dismissed the Trump team's lawsuit seeking to throw out the results of the election. The judge admonished the Trump campaign in a scathing ruling about its lack of evidence. The campaign has appealed.Trump's allies have privately acknowledged their plan would never actually overturn the results, but rather might provide Trump an off-ramp for a loss he wasn't owning up to and an avenue to keep his base loyal for whatever he does next.“And then our governing and politics will be hellish, because he will continue doing what he’s doing from his private own perch,” Mann predicted.Emily Murphy, the top official at the General Services Administration, declared Biden the “apparent winner” Monday, a procedural yet critical step that allowed for the transition to begin in earnest. She made the determination after Trump's efforts to subvert the vote failed across battleground states. She cited “recent developments involving legal challenges and certifications of election results.”Michigan certified Biden’s 154,000-count victory Monday, despite calls by Trump to the GOP members to block the vote to allow for an audit of ballots in Wayne County, where Trump claimed he was the victim of fraud. Biden crushed the president by more than 330,000 votes there.“The board’s duty today is very clear,” said Aaron Van Langevelde, the Republican vice chair. “We have a duty to certify this election based on these returns.”Still, the Trump legal team dismissed the certification as “simply a procedural step” and insisted it would fight on.Trump and his allies have brought at least four cases in Michigan that sought — unsuccessfully — to block certification of election results in part or all of the state. In Pennsylvania, after Gov. Tom Wolf certified Biden as the winner, an appeals court judge ordered state officials to halt any further steps toward certifying election results. The state has appealed to Pennsylvania's Supreme Court. In Arizona, just as lawyers for a woman in the Phoenix area dropped a case alleging that equipment was unable to record her ballot because she completed it with a county-issued Sharpie pen, Trump’s campaign filed its own lawsuit echoing some of the same complaints. As that suit was about to be dismissed, lawyers for the woman filed a new case reviving the claims and demanding that she be allowed to recast her ballot. All three of the cases have now been dismissed.“The legal process seems to be unfolding the way it’s supposed to, but the Trump campaign has made clear its desire to throw wrenches in the system wherever it can,” said Lisa Marshall Manheim, a professor at the University of Washington School of Law.___Richer reported from Boston. Once Australia's COVID-19 hotspot, Victoria state records 28 days without an infection
Australia's second-largest state, once the country's COVID-19 hotspot, said on Friday it has gone 28 days without detecting any new infections, a benchmark widely cited as eliminating the virus from the community. The state also has zero active cases after the last COVID-19 patient was discharged from hospital this week, a far cry from August when Victoria recorded more than 700 cases in one day and active infections totalled nearly 8,000. The spread of the virus was only contained after a lockdown lasting more than 100 days, leaving some 5 million people in Melbourne, Australia's second largest city, largely confined to their homes.

Donald Trump commits to leaving White House if Joe Biden wins Electoral College vote
Donald Trump admitted it was a "very hard thing to concede" electoral defeat but committed to leaving the White House if the Electoral College votes for Joe Biden, the Democrat president-elect as he attended a Thanksgiving event on Thursday. "It's going to be a very hard thing to concede because we know there was massive fraud," Mr Trump said, refusing to say whether he would attend Mr Biden's inauguration in January. In the nearest he has come to a concession, Mr Trump said he would leave the White House if Mr Biden is certified the election winner by the Electoral College - the process by which presidents are elected - on December 14. However, Mr Trump appeared to suggest he still held hopes of retaining the presidency. Asked about his plans for his last Thanksgiving in the White House, the president told reporters that the occasion might be the “first one of a second term”. The president added there were "a lot of things happening between now and January 20th [inauguration day]" and the election results have a "long way" to go. "I know one thing Joe Biden did not get 80 million votes," he said. "The only way he got 80 million votes is through massive fraud." During his annual Thanksgiving call with US troops overseas, Mr Trump also claimed the US will begin delivering Covid-19 vaccines "next week and the week after" as he insisted the country had "rounded the curve" on the pandemic. "We are rounding the curve [on the virus]. The vaccines are being delivered - literally it will start next week and the week after," he said during his address. Mr Trump suggested that medical workers, other frontline staff and elderly people would be the first to receive the vaccinations. It is unclear which vaccine Mr Trump was referencing, or whether he was referring to a specific federal government policy for a vaccine distribution. Two US companies, Moderna and Pfizer, have so far announced that their vaccines are effective at protecting people against coronavirus. Earlier this week US government officials said the administration planned to distribute around 6.4 million doses of Pfizer's vaccine to Americans as soon as the jab received emergency approval from the federal government, expected to be around mid-December. Officials say that by the end of the year they expect to have enough doses of vaccines from both Pfizer and Moderna to vaccinate around 20 million people. However, it is likely to be April before the vaccines are distributed to the wider American public. In his address on Thursday, Mr Trump praised the speed with which a vaccination had been created, saying "two companies already announced [successful vaccines]" adding that several others were "coming up soon". "Some people have called it a medical miracle," the president said adding that the hunt for a vaccination "could have taken four or five years".

The number of available ICU beds also is near the lowest in four months as more patients are hospitalized.Australian State Extends Streak of No New Virus Cases (4:20 p.m. NY)Victoria has gone 28 days with no new cases of the virus, suggesting Australia will be among a handful of western nations that can look forward to Christmas with limited restrictions on family gatherings. The state reported a daily peak of about 700 cases in early August. The 28-day run is “an extraordinary achievement psychologically as well as practically, in terms of opening up the economy,” said Sanjaya Senanayake, an infectious diseases physician and associate professor of medicine at the Australian National University in Canberra.Maradona Farewell Turns Chaotic, Upending Covid Restrictions (3:23 p.m. NY)Hundreds of thousands of Argentines took to the streets of Buenos Aires to mourn Wednesday’s death of soccer icon Diego Maradona, upending the nation’s strict Covid restrictions.Pent-up emotions after eight months of curbs spilled over as people streamed into the palace known as Casa Rosada and police clashed with crowds in and around the Plaza de Mayo.France’s Covid ICU Patients Fall to Lowest in 3 Weeks (1:25 p.m. NY)France’s hospitalizations and virus patients in intensive care continued to fall from their Nov. 16 peak on Thursday, with the number of severely ill patients in ICU at the lowest in more than three weeks, dropping 130 to 4,018. Health authorities reported 13,563 new confirmed cases, with the seven-day average falling to 13,910, the lowest since early October.France is on track for new infections to drop to an average of 5,000 a day in the second week of December, the target set by the government as one of the conditions for lifting lockdown measures, Health Minister Olivier Veran said.Germany Surpasses 1 Million Covid Cases (1:00 p.m. NY)The total number of coronavirus cases in Germany topped 1 million for the first time Thursday, one day after the government extended a partial shutdown until just before Christmas.Europe’s biggest economy passed the grim milestone around 10 months after the country reported its first infections. The company’s acknowledgment that the lower level was given in error fueled concerns.CEO Pascal Soriot said he didn’t expect the additional trial to hold up regulatory approvals in the U.K. and European Union. Clearance from the U.S. Food and Drug Administration may take longer because the regulator is unlikely to approve the vaccine on the basis of studies conducted elsewhere, especially given the questions over the results, he said.New York’s New Cases Hit Seven-Month High (10:45 a.m. NY)Numbers in New York show no sign of letting up. Another 41%, including Birmingham and Manchester, will be in the highest tier 3, so pubs and restaurants there must close except for takeaway. Households will not be allowed to mix indoors in either tier.Ministers are drawing up plans to allow rules to be relaxed across the U.K. in time for Christmas and Johnson said if all goes well with the roll-out of vaccines, “the vast majority” of people who need a shot will get one by April.France to Allow Travel Abroad From Dec. 15 (6:45 a.m. NY)French PM Jean Castex said it will be possible to travel abroad from Dec. 15, when the government plans to lift its latest lockdown. Meanwhile, 44% of Swedes fear authorities aren’t doing enough to fight the virus, compared with 31% last month.Merkel Frets Over Ski Resorts (6:05 p.m. H.K. )Chancellor Angela Merkel urged Germans to do more to rein in the coronavirus to avoid the “worst-case scenario” of an overburdened health care system. Restrictions extended and expanded on Wednesday night will likely remain in place until early January, Merkel said.Europe should shut down its ski resorts this winter to prevent a renewed virus uptick, according to Merkel. She said that any non-essential travel needed to be avoided and that Europe would look “whether we can shut down all ski resorts.” But given Austria’s opposition, that won’t be easy, she said.On a more upbeat note, a vaccine may be available before Christmas, Merkel said. For more articles like this, please visit us at bloomberg.comSubscribe now to stay ahead with the most trusted business news source.©2020 Bloomberg L.P.

Quebec premier promises action on child abuse following report of abused teenager
MONTREAL — Quebec Premier Francois Legault said Thursday his government will do everything it can to protect young people after a Quebec woman was recently sentenced to nearly eight years in prison for severe child abuse. In the Nov. 13 sentencing decision, Quebec court Judge Conrad Chapdelaine described the woman's actions as showing "extreme cruelty." The 37-year-old woman, who cannot be named to protect her victim, pleaded guilty to three charges in May.Her son, then 17, was found in February 2019 by a bailiff who was serving an eviction order and who called police after seeing the victim malnourished and suffering from open wounds. His mother admitted to beating him with a metal bar.Chapdelaine wrote that youth protection authorities in the Estrie region, east of Montreal, were notified at least 10 times over an 11-year period by people concerned about the victim. It's the second time that youth protection authorities in the region have been accused of ignoring repeated reports of child abuse. In March, the local authority was placed under provincial trusteeship. Legault told reporters Thursday that a preliminary report on the failings of the region's child services agency is expected within the next few days. Harrow metal manufactures fined $40K after worker's injury requires surgery
The Ministry of Labour has fined a Harrow businesses $40,000 after a worker was injured after coming into contact with a cutting blade.Metal manufacturers Delta Wire & Manufacturing pleaded guilty to the charges. On Oct. 29, 2018, one of the company's workers was injured while operating a shear cutter. Under the law, the machine's cutting blade was supposed to be protected. A shearing cutter takes large metal sheets and cuts them into smaller sizes. A release from the Ministry of Labour said the cutter had a home-made clamp-down device to hold the material in place before starting to cut. For the metal to be cut, the worker had to continually move and be re-positioned the larger piece of metal as the smaller pieces are cut off, as the sheet would jam if it was fed under the clamp-down device.According to the Ministry of Labour investigation, while the blade had a guard, the home-made clamp-down device allowed for a gap of about four inches. That gap allowed access to the moving blade. When the worker tried to unjam a metal sheet they accidentally triggered the machinery to start and the worker was injured and required surgery. The factory pleaded guilty and was fined. The court also imposed a 25 per cent victim fine surcharge, which is required under law. The money goes toward a special provincial government fund to assist victims of crime.Legally, the company is listed as Amer-Can Investments in partnership with C & C Canadian Holdings as Delta Wire & Manufacturing.

Alberta's chief medical health officer says she doesn't dictate policy decisions
EDMONTON — Alberta’s chief medical officer of health says she does not dictate public health decisions, nor should she, because she is not an elected official.Dr. Deena Hinshaw says she's "profoundly disappointed" over a leak of confidential information from meetings she and her colleagues held to develop recommendations on how to fight the COVID-19 pandemic.A CBC story tied to anonymous sources and audio recordings references discussions in which Hinshaw and Premier Jason Kenney’s government appeared to have been at odds on some aspects of policy. Hinshaw started her daily COVID-19 briefing by saying the leak is a violation of an oath and lets down all the people who have worked hard to protect the health of Albertans. She says the leaked talks were taken out of context because they only reflect a portion of discussions that took place over several days. She says her role is to provide advice on different public health options, but it is up to the government to make the decisions.Health Minister Tyler Shandro says he has full confidence in Hinshaw and she has nothing to apologize for. This report by The Canadian Press was first published Nov. 26, 2020.Dean Bennett, The Canadian Press

Angry Trump promises rally in battleground state of Georgia
WASHINGTON — President Donald Trump on Thursday renewed baseless claims that “massive fraud” and crooked officials in battleground states led to his election defeat, and said he'll go to Georgia to rally supporters ahead of two Senate runoff elections. “This has a long way to go,” Trump said on Thanksgiving evening, despite the fact that President-elect Joe Biden won the election. “This election was a fraud. It was a rigged election.” Trump spoke to reporters at the White House after speaking with U.S. military leaders overseas. After his conversation, Trump took questions for the first time since Election Day and angrily denounced officials in Georgia and Pennsylvania, two key swing states that helped give Biden the win, as “enemies of the state” and claimed they were culprits in vote fraud. State officials and international observers have repeatedly said no evidence of mass fraud exists and Trump's campaign has repeatedly failed in court. Trump said he would hold a rally with thousands of supporters in Georgia to support a pair of Republican candidates — Sen. David Perdue and Sen. Kelly Loeffler — whose runoff elections on Jan. 5 will determine which party controls the Senate. Trump initially said the rally would be Saturday. The White House later clarified he meant Dec. 5. Former Yukon gov't worker among 5 charged in alleged immigration fraud scheme
Four people from B.C. have been charged, and a Canada-wide arrest warrant is out for a former government of Yukon employee also charged in connection with an alleged "large scale" immigration fraud scheme. In a news release on Thursday, the Canada Border Services Agency (CBSA) said the charges stem from a years-long investigation dubbed "Project Husky."According to CBSA, the investigation involved "numerous" searches in B.C. and Yukon — including at Yukon's Department of Economic Development, where the accused Yukon man appears to have been an employee. The investigation began in 2015 when federal immigration officials noticed suspicious documents that were submitted with permanent residency applications.According to CBSA, the documents appeared to be nomination certificates from the Government of Yukon issued under the Yukon Business Nominee Program. The Yukon government, however, confirmed to CBSA that the documents were fake.Five people have been charged in connection with the alleged fraud scheme: * Ian David Young, 59, of Whitehorse * Tzu Chun Joyce Chang, 49, of Richmond, B.C. * Qiong Joan Gu, 66, of Richmond, B.C. * Aillison Shaunt Liu, 31, of Richmond, B.C. * Shouzhi Stanley Guo, 38, of Richmond, B.C.A Canada-wide warrant is out for Young. Anyone with information about his whereabouts is asked to call CBSA's anonymous Border Watch Line at 1-888-502-9060.In an email to CBC on Thursday, CBSA spokesperson Luke Reimer confirmed that a search was executed at Young's home and workplace in Whitehorse on Mar. 12, 2019. At the time, Yukon's justice minister also confirmed a search had been done by CBSA agents that day at the Department of Economic Development."Any questions related to Young's employment status and the Yukon Business Nominee Program may be directed to the Yukon Department of Economic Development," Reimer's email reads."The CBSA does not believe that any other Government of Yukon employees were involved in this alleged immigration fraud scheme." Patricia Randell, director for Yukon's Justice department, confirmed in an email on Thursday that "the individual is no longer an employee of the Department of Economic [Development].""We will not comment on the specifics of the individual's employment with, or departure from, the organization," Randell's email states.Young and the four others from B.C. have been charged under Canada's Immigration and Refugee Protection Act and the Criminal Code, for violations allegedly committed between July 2013 and September 2016.They're due to appear in B.C. Provincial Court in Richmond on Dec. 23.
